Municipal Tax Laws (ISS, IPTU, ITBI)

Scope: Brazil has 5,569 municipalities plus the Federal District. Each is required by Complementary Law 116/2003 to enact its own ISS (Service Tax) law. This already results in at least ≈ 5,570 municipal ISS statutes.

Practical reality: Most municipalities also legislate IPTU (Property Tax) and ITBI (Property Transfer Tax), sometimes in separate codes, sometimes combined. The total number of municipal tax statutes is estimated at 11,000 to 22,000+, without counting amendments and decrees.
